The world has altered, and Japan is now split into warring districts. Modern civilization is being forced to deal with this by using technology that, as long as you obey the laws, is supposed to govern and make life easier.
When a female named Ippanjin (English: a regular person) can't pay a bill with cash and actually merely wanted to withdraw money for it, she is wrongly detained by the police. At the same time, word that a criminal will be put to death today is all over the media. However, multiple criminals simultaneously receive a secret message urging them to spare the condemned man, so this felon is not supposed to perish. But because they are unwilling to work together, a fight immediately breaks out over which approach works best. Ippanjin finds himself directly in the heart of the conflict as the execution busts and chaos erupts all around him.
