People are claimed to only actually utilise 30% of their own brains. The remaining 70% of the brain, or the "Night Head," is thought to be where those with supernatural talents draw upon them. Like the two brothers Naoto and Naoya Kirihara, who spent 15 years imprisoned in a lab due to their unique skills.
They succeed in escaping when the wall enclosing the laboratory one day disappears. They believe that this was made possible by the fact that, as laboratory director Kyojiro Mikuriya had warned them, supernatural forces had now entered society and were accepted. But what they discover in the Tokyo of 2041 is not only the total and uniform denial of the existence of such powers, but also the uniform censorship and banning of any media that even mentions supernatural talents.
