As you may expect, Tomoya Aki is an otaku: Stacks of Dating Sims, a shelf full of light novels, and his response to the 2D or 3D girls? anyone's guess as to the question. He experiences a disastrous encounter one day during his first spring vacation from high school, much like in the book: The ideal heroine is a stunning girl dressed in a dress who is gracefully blown by cherry blossoms to the summit of a hill.
This incident prompts him to immediately begin working on his own visual novel, in which this girl would serve as the primary heroine's inspiration. Tomoya, however, has no prior expertise in game production, so on the first day of classes following the break, he invites the head of the art club and veteran doujin cartoonist Eriri Spencer Sawamura and model student and aspiring writer Utaha Kasumigaoka to lend a hand.
But as fate would have it, Tomoya's ideal heroine from his encounter is actually named Megumi Katou and has already been enrolled in his class for a year, so another individual needs to be convinced to join the cause. She is not, however, the title heroine he had in mind; instead, she is an unremarkable, almost uninteresting high school girl. His objective is crystal clear: to make Megumi become a legitimate visual novel heroine and create a game that will be a top seller at the prestigious Comiket convention worldwide!
